New 'Number Instructions by Type' Checkbox in Configure Settings

Updated the Project level Instructions tool to add a new 'Number Instructions by Type' checkbox on the Project Instructions Settings page under Configure Settings. This setting is enabled by default and prevents users from editing instruction numbers. To disable this setting (i.e., allow your users to edit instruction numbers), an 'Admin' level user must remove the mark from the new checkbox. Please note that your end users will NOT be permitted to create instructions with duplicate numbers.
