Automatically Apply Currency Format to 'Bid Amount'

Updated the Project level Bidding tool so the system now applies the appropriate U.S. Dollar currency format to the 'Bid Amount' entered by the end user while submitting a bid. For example, if a user enter "10000" in the field, the system formats the user's entry as 10,000.00.
